If harsh weather isn't an issue for you (extreme heat or freezing) you can plant a variety of trees as saplings that will grow to cover most of the fence and the unpleasant view.

I see that you're in Australia. There are a variety of melaleuca trees, you could find some that grow in a manner that will mask the home.

Make some type of screen of wind break for privacy. Add lattice work to the top of your existing fence.

that correctly. they are a native, tolerate pruning into whatever

shape, you can make jam with the berries and they are relatively

fast growing. if you are into wildlife, as i am, they make great possum

food as well. the other alternative could be make a trellis with cheap

gutter guard up your fence and beyond (attach a few 2x2 stakes above

your fence line and grow a potato vine. this is also fast growing and has

pretty white small flowers

There are fast growing evergreen trees that don't take up a lot of space.
