If it's pre-pasted paper it should come off after soaking with water. Sounds like you are dealing with old paper and paste or multiple layers though. It is hard work and takes forever if this is the case. Have you tried warm vinegar water after you have scored the wallpaper and then it sit?
water, I used a wet towel and pressed until the paper was absorbing it
We had the same problem and then used a steamer. You can rent or buy them. Great tool for wallpaper.
