What is the green growth on highway trees driving in S.Carol. & Georgi

Noticed as we drove south today on 95 there are bunches of green plants growing in a rounded clump on the trees at the very top. Would it be safe to say that it could be mistletoe plants? They are ever so pretty but so far up in the tree I cannot see if there are any berries. Or could it be something else? Thanks for your help.

It could be air plants or anything up there.

Cudzoo grows all over every unused field in SC and GA it seems.It is a non native plant brought to the colonies from Europe to increase the food for the livestock. It literally took over. It is hard to kill or contain.
Could it be Kissing Bough
I haven't been in the South in many years, but there used to be a very invasive vine called Kudzu that grew wild by the roadsides.
It may be Mistletoe it does clump up and apparently can be found in almost all states. I used to hear about people using shotguns to "harvest" mistletoe.
I think someone else mentioned air plants or Tillandsia part of the Bromeliad family. In the south you can see clumps of them up in the trees but they are normally on a branch. Mistletoe can be up in the airy branches of the tree, like a squirrel's nest.
