try spraying with WD-40 or rub a heavy oil on then scrub with steel wool. if you want to repaint it make sure to wipe it down to get the oil off first then repaint
Try WD- 40 to help the rust if you can't open box, or use Rustolium Paint for Rust Metal items.

Rustoleum is a great product to use. Try the hammered look Rustoleum to blend in any patches of rust you can't sand down.
I am a retired Letter Carrier.... several of my customers removed the arched top of the brick, making just a brick pillar, with a flat top... then replacing the mailbox with a newer, larger one... and not enclosing the box into the brick... just make sure the height is correct (36-42 inches from the bottom of the box to the ROAD surface) and that the front edge of the box is even with the road edge.

I would try using Flex Seal spray to coat the inside. It comes in several colors and would absolutely seal the inside of the mailbox to further damage.
