To paint over a stain, lightly sand all glossy surfaces until thefinish is dull, then wipe it down with a damp rag dipped in de-glosser. Allow time to dry. Then with even strokes, apply a quick-dry primer-sealer to prevent bleed-through. Allow the sealer to dry, and you're ready for your finish coat.

Good instructions Sandy, some sealers reccomend drying for at least 48 hours before top coating.....

Yes you can - if you use Kills or Zinsser first so the stain does not come through the paint.

Thank you, for your reply, it wouldn’t be bad if some brown showed through would it, like a streaky affect ....?..

The reason to use a primer is to let the paint adhere to the wood and not have the stain discolor the paint. If you want to have a streaky effect, paint the shelves, then use a dark wax on top. If you try to do too much with it at once, you have a higher chance of it not turning out the way you wish and having to remove everything.
