Some people put up spring loaded curtain rods to contain a row of shoes, or a dowel rod on one wall of the closet or along the floor of the back wall of the closet, others hang shoe holders on the inside back of the closet door. It depends on your closet and the number of shoes.

I use those cheap shoe boxes. You can see each pair of shoes easily, and not have to search. Keep the ones that are worn the most at the top row. I do have some that don't fit in the box and all I did was get small under the bed boxes and put boots and such in them. Makes it easy to choose and put away when done using them.
Target has some awesome organizers at great prices.
I think I have seen another Hometalker use a cardboard wine box with separators in it. She stood the shoes on end. Likely, it would work best with flats, sandals, flip flops.
I have boxes in my closet, an inexpensive rack in my bathroom, a mat in the kitchen, and a basket on the back porch. It depends on what I'm storing and where.
