The Swiffer is the easiest and best way to clean horizontal blinds. May be the cheapest in the long run because of the time you would invest in another method. There are knock-off versions of the Swiffer cleaners available.

Use the Swiffer duster handle and wrap the two ends with a microfiber cloth on each. Microfiber cloths (the small square ones) you can get in automotive department at Walmart cheap and they are reusable. Just wash, line dry and they are ready to go.

Have your thought about using a soft broom with a long handle to get into the slats. Clean the brush with your hand as you go about your work.

We use metal cooking tongs with socks slipped up the handles/blades or wrapped in microfiber cloths secured with bands then sprayed liberally with choice of cleaner. Grip and rub each blade.

I have a dusting brush for my vacuum. I close them completely one way... vacuum.... close them the other way and vacuum... then finish off with a Swiffer duster (our dust here is more sand and dust)

I use an old sock that i place over my hand and spray with end dust of the equivalent. Easy to throw in the washer after it has been used.
