If your house has balloon framing and you have open access to the stud bays, yes you can. Pour-in insulation is a better choice because fiberglass blow-in is so light it will get hung up on the way down. You'll need to block the stud bays in the basement so you don't fill that area with insulation instead of the walls. You will not be able to fill the areas under the windows or any bay that has fire blocking.

A better choice is foam-in. They drill holes from outside and pump in expanding foam. Only provision is that there is no insulation already in there blocking the foam. This is not a do-it-yourself project.

Blow-in insulation is only practical on an open attic floor.

what type of insulation are you using? i too need my walls insulated...but have been warned away from cellulose. apparently it can get damp and moldy.
