try to hand sand it down a bit, then revarnish is good light
Sand and recoat. Instructions for recoating are usually on the can or bottle. The wax will probably not satisfactorily repair what is underneath.
If you sand it down following the grain of the wood and then clean properly you should be able to varnish over the top. You have to put a fair amount on your applicator being careful to watch for drips and runs. When varnishing you will always require at least two coats of varnish in order to get a nice finish.
What is the temperature where you are working? If it is too cold (or too hot), if does affect the way it dries and sets up.

Hi Elaine. Did you wand in between the coats? I would sand it and apply a few more coats sanding in between coats. I wouldn't paint over the polyurethane. It most likely wouldn't take well. I wish you luck.
