Garage door windows........

There are small curtain rods you can buy that uses magnetic brackets to stay where you need them. They would be perfect for this if indeed the inside of your door is metal. The actual rod that comes with these brackets may need to be shortened. If so. A little metal hack-saw would cut it OR you could even use a wooden dowel & cut it to length you need to put inside the magnetic brackets.
You could cover the glass with an opaque contact paper that would let light in but no-one could see through it. One other option would be one-way mirror film, you could see out but others couldn't see in.
Good quality paint should be same color whether painted on wood or vinyl.

You can find curtain rods that have magnets instead of a place for screws. They will simply stick to your metal door. Walmart or Lowe’s should carry them or you can find them online. About your paint—yes, if properly prepared, your siding and wood should look the same.
The Question about paint - You should get the same colour, but the look will be a little different, just because the materials are different. I would use ESP on the Vinyl before painting with colour. ESP is Easy Surface Preparation.....
On wood use Primer (If never painted before) then undercoat and then top coat. Window in metal door. Use Magnetic strip, available from DIY's to hold whatever you want to door, Or Double sided tape or sticky hooks or suction hooks. Or use Contact (opaque or coloured for glass) Or Clings!
Use magnetic brackets for a plain rod. if you have an IKEA near by check out the blind Dept. I bought aa panel of the sliding blinds and then cut it to fit my door. Just sew a pocket at the top for the rod.

One option which might work - drill (shallow,not right through) at each top corner OR in ceiling just inside door. Screw in large 'cuphook' style hooks, reinforce with glue/ filler. When secure, paint with background colour, and hang the lightest appropriate curtain rail for your curtain.
Another option which worked once for me was using "Hard as Nails" (good old Gorilla Glue might also work) on toughened surface, and affixing "Swish" curtain rail (end fittings also roughened) . I used lightweight but effective fabrics when everything well set.

There are curtain rods with magnetic ends you can hang curtains on to attach to your metal door to cover the window. Mini blinds are also made the same way. If you decide not to go the curtain route, you can buy plastic film with many frosted designs that you can cover the glass with. That's what I did.
Paint will probably not have the same shine that vinyl siding has, but will look good. Make sure that the siding is cleaned well first before painting.
If there is room on either side of the door, you could hang a rod just below the ceiling. Buy or make a lined long drape/curtain. You can push it to one side...hinge side of door during the day. It gives privacy and insulates against heat and cold!
You could use 3M hooks to hang a curtain.
