Best cover is to keep the pipes in the living space. Heat tape is the way to keep them from freezing outside.
No insulation actually makes heat. It only inhibits heat movement. Without heat in a cold winter like this any pipe will freeze. Insulation just makes it take longer.
heat tape. If you don’t have it at the moment...an old fashioned non led light bulb....the kind that gets warm when on. Or if you have a heating pad. Leaving the cupboard doors open so heater room air can get to them. If your talking wrapping pipes there are grey foam noodles that have a slit on the side to wrap the pipe. Also available are fiberglass insulation strips that are cut down to wrap pipe. In a pinch I have repurposed a string of Christmas lights the ones with the screw in bulbs That get hot. If you have news papers you can also use them to insulate the pipes.

That would depend on where they are. Are they under a mobile home? In the wall? Underneath you can use heat tape and foam wraps. In the wall is obviously more difficult, you can leave the water on a little more than a trickle since its a little more difficult for running water to freeze.
I have also used towels to wrap and attached them to the pipe with duct tape. Works well. But I also use the foam that is split.
In deed not enough information, house, mobile home? I am also in Iowa where it is extremely cold, you did received some good advice, foam wraps, but please, do not use anything what can cause a fire!! A friend from me did not listen to me, keep the heat up, they had frozen water pipes!! Keep doors open, as special bathrooms. Good luck to you!!
