I have heard about this - would also like to know. I think you shove compost into the bales and then plant the seeds.
Straw bales are a fun way to garden as you don't have to weed very much. You do need to water more as they dry out quicker. They also do not provide any nutrients to the vegetables so you need to add fertilizer. Tomatoes use a lot of calcium so add that in the way of crushed egg shells.
