Go to your local Homedepot and ask in the paint department for some help. I think it needs to be stripped.
Remove any remaining stain and top coat with Citristrip a safe non-toxic remover,lightly sand,clean,prime and paint

You can paint over stain as long as you get rid of the shine - either sand or use a deglosser.
