OK, back in the 80's, about the same time as the "Bedazzler" haha...there was an info-mercial on a craft item that made potpouri pouches (or any pouch for holding small candies, potpouri, etc). You put the tulle circle into a hole (?) then added your ribbon....etc. I've searched and searched and have come up empty. .
