Wash the walls. I prefer TSP, but there are other methods. You will need to wash every surface in the house or room. Here are some links.

I had the best luck removing nicotine/tar from walls using an ammonia/water solution. Truly heavy deposits might need a little straight ammonia to dissolve them. You'll want to use gloves to protect the skin on your hands.
Wash... use bleach in water...remove any drapes or curtains and clean them..even after washing you may want to hang these items outside if possible. I know it is very time consuming but will really make a difference.
Nicotine can be absorbed by contact with skin. Wear gloves. The wash water...don’t dump on yard or garden have it go st. To the sewer.
What type of wall: sheetrock, paneling, stucco, brick, wallpapered? My first suggestion would also be tsp & hot water, next would be pine-sol and hot water. Rinse well with plain hot water and a good rag. If you're planning on painting, do so when the walls a completely dry. MAYBE prime with Kilz2 prior to painting. Well worth the work in the end.
