Fill your bathtub with warm soapy water (like Dawn dish soap), remove the miniblind from the window, immerse the whole thing in the soapy water, let it sit a few minutes. You can even gently wipe the blind while in the water. Rinse the blind well lay it flat on a large towel like a beach towel and pat dry. Rehang blind back up in the tract on the window.
If they are easy to remove, take them off and stand them on end in a shower and spray them down with a spray mix of baking soda, vinegar and water, let sit for a few minutes and then rinse off completely. Place on end on a towel out of the shower and let dry.
Take them down and power wash them in the driveway. Just use water.
Take them down and put them in bathtub of soapy water. Sweep a broom across them. Rinse under shower head and let drain over shower curtain rod if possible.
I purchased little plastic brackets that attach to the shower wall. Take down blinds and hang on the brackets. Then I spray off the dust and use a soapy sponge to clean slats on one side. Turn blind, and clean off the other side then spray both sides with the shower head. Stand on end in the tub/ shower stall and let dry.

The pressure of an outside hose will help.
I take mine down and put them in the bathtub in a nice soapy mixture of dish washing soap and water. Let them soak for several hours and then using a wash rag wipe down each slat. Rinse and let dry and that should take care of it.
