The room seems a little dark, so putting drapes or curtains on the window would only make it darker... maybe a valance box over the window and the door... with patterned, full length drapes on the SIDES of the window, Pick a color similar to the light green of the table... I think that the chairs are too large for the scale of the table... they need to be shorter with less detail.. or one side with a bench and if you keep them paint them a much lighter color.. like white, light gray, or silver and cushions in a color and pattern similar to the drapes. Painting the chandelier silver, copper, white, or oil rubbed bronze.. and change the shades to ones that are more straight on the sides... silver, copper, or bright white... would update it a lot.

if that is snow ...layer your window treatments. Roller blind next to glass, sheers, drapes to the floor. Add 1 more panel than you think you need. You want to trap the cold drafts. The chairs....it’s up to you. My personal taste is for the wood to show, un less it’s been really abused.
Since the rug is colonial, I would use a rustic/home-spun window treatment like fabric curtains and valances. As for painting the chairs, you could go either way - keep them the way they are or paint them. Either would look good and authentic.

I am a big fan of Buffalo checks (just got some from Country Curtains day before they closed) I think Roman shades would be nice for both the door and window, they are lined (maybe interlined too) so would be warm but can be pulled all the way up so would be nice in summer too. I probably would not paint the chairs. They look in good condition and it doesn't seem necessary. I always keep a table cloth on the table we use every day (placemats too) I love linens and it protects the table somewhat. Also I think it dresses the room up somewhat.
if you dont want grandma style (like above responses) ditch the rug, and paint the chairs a rough white or two tones (light) and paint the chandelier white. no rug under a table, unless if can go in a washing machine. window treatments also could be a buffalo paid (someone mentioned above) but should still light tone, like grey. centerpiece has go to go, it's too tall and cluttering.
I really like what you’ve already got going on! If there’s room, I’d turn the table and rug so that the ends point toward the window and set a chair at each end and each side of the table. Keep the piece you have under the window right where it is. I can see that your dark curtain rod anchors are tall enough but I think if you stretch them out so that the curtains just frame the window that it would actually make your room look wider. I’d go for floor length curtains in a solid light color for contrast that way it won’t overwhelm your other decor and it will bring out your roll up shade. Then hang a nice sign over the window but under the curtain rod. Put the bird cage on a stand or hang it from the ceiling and keep it in the corner. I’d hang the mirror horizontally on the wall (parallel to the table but higher up) and hang some plates and/or sconces to showcase it. I’d also paint the chandelier a dark contrasting color to balance out the dark frame on the mirror and the chairs. It’ll also help the light color on the walls appear brighter. From what I can see in the photo, there’s a minimal amount of work to be done! 😉
The chairs & table are out of scale. The chairs need a bigger table or the table needs smaller & simpler chairs.
I would personally hang the mirror on the wall and put the table & cage into the corner. Then replace the blinds with a Roman shade. I would hang curtains from just below the ceiling with enough room so they hang to the side of the window when open. (so it's not blocking any light) I personally like curtains that hang to the floor, but you could also do "shorties" that stop at the bottom of the window. (Especially if you didn't want a Roman shade & wanted to close the curtains.)
