Lilac bushes do not flower all year round, just mainly in the spring. What you are observing is normal.

I know that they dont bloom year round! I am talking about over the course of the past 5 years both the color and the fragrance of the blooms have faded...
Time sure changes things.... Use a commercial 5-10-10 fertilizer or sprinkle a cup of bone meal around the base yearly in early spring. Trim 1/3 of old growth each year for 3 years. This should help. Best to you.
Do you fertilize it? See what kind a nursery would suggest.
All plants love a cup of Epsom Salt cultivated in around the base.
