Follow the directions on the concrete paint... whether the paint sticks depends on the preparation... not as much on the sealer

From what I understand, it depends on the concrete. If it will still absorb water, the answer is yes, if it won't absorb water, the answer is no. Here's another article showing the steps to paint a concrete floor. As you will see, it's different from the one Cynthia posted. I would suggest, doing more research and looking at the recommendations on the paint you purchase. That should help. If not, call the manufacturer or as someone where you bought it. I do think that the manufacturer of the paint you purchase would give you the best advice. Wishing you the best.

Definitely prep is the key. I have use masonry paint, floor and porch enamel, and epoxy paint on masonry. For floors I always want added protection especially outside so I do use a sealer.
i have a screened porch with a concrete floor. i painted it about a year and a half ago. i did not seal it. i have 2 dogs, one being 85 lbs who run out that door numerous times a day. my floor looks perfect.
I did on mine. Your work will last longer.
