Cold water and cream of tartar always work for me on metal. First try to remove as much of the burnt food was you can with a plastic scrubby. Using a metal utensil will only scratch. If you have a way of soaking your piece, that's the best way, to immerse it into a non metallic basin or bowl of cool water that has 2-3 tsp of fresh c of tartar mixed in. Otherwise, you can wet the piece, sprinkle on the cream of tartar over the affected parts, and cover it with a few layers of very wet paper towels and plastic wrap or something to keep it from drying out over night (not foil or other metallics. The next morning scrub the piece, using a bit more c of tartar if needed as a light scouring powder. Then wash with soap and water as you normally do.

I just read something else, but I still have to try it myself. Cut 2 lemons in quarters, put them in your pot. Add water as high as the burnt level and boil for a bit of time. Let it cool off. Normally it should come right off.
Worth to try.
Bon Ami or Bar Keepers Friend POWDER, not the cream use a plastic scrubby - not something that will scratch
Soak it . The use Bar keepers Friend.
