yes you can .dilute the craft paint to make it easier to paint
I find craft paints to be opaque so the colors might be somewhat cloudy on your cording, depending on material content. A cotton cording may dye different than nylon absorption wise. I use the craft paints to retouch my leather purses sucessfully they do have their uses. In theory they should work, I have used them on fabrics with a fabric medium “solution”
I would suggest you do a trial sample with a scrap piece of cording to see if you like the results before trying a piece you have labored your valuable time on to avoid possible disappointment.
