I've never had much luck with suction cups either even though I've found tips to try. Have you tried Velcro strips or Command hooks? Depending on what the rack is like, one of them might work. Wishing you the best.

I just fixed up my disabled client's bathroom, I was able to get a suction cup to stick to it that was a fixture to hold the handheld shower to the wall by the bench. You wet the suction and then it screwed onto the surface.
I had a hard time getting a suction floor mat to stick, but finally found one.

I recommend 3M Command hooks like Linda Sikut suggests. They have all kinds for every solution.
