OUT! Advanced Severe Urine Destroyer, 32 oz or a similar product may help. Here is a link. https://www.amazon.com/OUT-Advanced-Severe-Urine-Destroyer/dp/B01BWKN00S Also, if you have tile the urine may have soaked through the grout. In which case the best solution is to remove it and start again sealing the subfloor before re-tiling.

I use the product for pet urine removal from the pet store. Be sure to check under the rim in your toilet bowl. Then check under the base of the toilet. Squirt some of the pet solution under there.

Spray it down with peroxide; depending on your flooring you might consider tile that won’t absorb urine like a vinyl. If you have one of those pee catching toilet mats throw it out

Does the wax ring for the toilet need to be replaced?

First try to find the culprit.. even without a window your bathroom should not smell like urine.. short of pet doing the deed or a guy who misses,.. it is likely the wax seal. (it could be a past resident's pet covered up issue as well,) (or possibly repaired but not cleaned up afterwards)

if you have vinyl flooring ,.. lift it and see if there isn't seepage under it. if so it and the sub floor will need to be addressed.

If you have a tile floor, clean the tile grout, use a grout file and a harsh cleaner, and really get the cracks clean, re grout if necessary, to replace any missing or cracked grout. then reseal the entire floor.

remove all caulk, re-caulk, (use painters tape to maintain clean / sharp lines.)

clean any porous surface well.. then seal them. even repainting with kilz or another sealer will need to be done..

if it can absorb the smell it needs aggressively cleaned and sealed.
