No, there is a reason they tell you it is non-paintable. The paint will not adhere and will either not spread or will flake off as soon as it dries. They are not kidding.
Most of the time the paint beads up on a silicone product. When it does appear to have covered the silicon it will peel off. It’s a great product in high humidity areas, is clear so not real noticeable....there are products that are out recently that have some silicon and can be painted.....”siliconized” was the term.

Yes, use primer first from a rattle can or brush it on from a normal oil-based primer can, whichever is easiest for you.
If you can remove the chalk - replace it with paintable and then paint.

You can paint over non paintable caulk. Use rust-oleum ultra cover paint and primer. It sticks right to it, no pealing or shrinking away. Then after it dries, paint right over it. I discovered this trick on my own and it works. You only need just a mist of paint and you are good to go.
