Is it a lucky bamboo or real bamboo? The lucky bamboo that you get growing in water is really a Dracaena, not bamboo. Either way they can get root bound, over watered or under watered if it is in soil. It can also get root bound in water. Look up the type you have and see if they have a cure for the symptoms the plant is showing. Have you potted it up into larger pots? It may very well be root bound and is dying. Have you fertilized it? Have you changed the soil? It gets old and compact. Sounds like it still wants to grow but just needs some TLC.
For large plants in large pots remove top three inches of soil and replace with new soil. This way you are replacing minerals the plant needs. Yellowing leaves could be lack of magnesium, for instance
