Recommend your neighbors trim their trees. That's also helpful at change of season "clean-up" time. Tell them your plans so they might cooperate.
Regarding regular plants, there are lots of shade loving perennial and annual plants. Ask your nursery or garden center to make recommendations for your area.
I would Google search individual vegetables for sunlight requirements, or ask at your garden center.

You can legally cut away any branch that hangs over your property... I would speak with your neighbors 1st. but as a home owner myself, I do know that you can remove any over hanging growth
Next step. Research LAW on cutting tree limbs, etc. Check if you're entitled to trim branches on your side. [??] Make sure you have proof of maintenance, in the event of a law suit.
Chances are getting the trees trimmed will be a lot of effort and expense and you may still not get enough sun to grow tomatoes and peppers that will need, at minimum, 6 hours of direct sun. Seems like a nice variety and you can have the satisfaction of growing much of your salad yourself when you are buying your tomatoes at the grocery store or farm market.
