I think maybe you do not have enough ventilation and good enough extractor fan. Sounds as if the kitchen is constantly damp?

I would check my local building supply stores for clearance ceiling tile and cover the old ceiling then paint. It sounds like you may be dealing with mold or some such critter. I would be tempted to remove the old ceiling tiles and replace them with the bargain mismatched ceiling tiles rather than covering up the old tiles....just to be on the safe side.

I would go into the attic and see what is happening there. Is there a slow roof leak? Maybe there's not enough ventilation in the kitchen itself creating too much miosture? Until you fix the root of the problem, you will continue to have ceiling paint issues.
