your county extension office may help out, there is usually a master gardener available. that person should know what to plant, and most important...what not to plant.

For monarchs, plant milkweed.... but be aware the seed pods spread the plant like crazy, so cut them off before they open and either store or dispose off. This is why milkweed was almost eradicated because it was invasive.
Another favorite is butterfly bushes, I love my purple one, but you have to keep it pruned down as it can reach 10 ft high, so its good against the back fence line as a privacy fence.
Leave Soft fruit about. (Pop down to Garden Centre and ask for butterfly bush)
