Take off chair rail first
Remove the chair rails first using a mini 6" pry bar and a piece of wood to prevent damaging the drywall. Start where you can see a finish nail along the trim, slowly pry it up a bit at a time until you can pull the whole thing off. If they caulked the line where it meets the wall and corners, use a box cutter along the seams to prevent tearing the drywall paper first.

If its glued on, you will have to do drywall repair. Scrape off what you can, sand off the rest, and then skim coat with joint compound and prime.
