Have you tried getting a good sized child's swimming pool, putting it in a distant back area away from your flowers & fill it with some clean fresh cheap potting soil. You could even add into the potting soil some cheap bark. All this has a clean smell cats like & are drawn to. Ever notice how quickly they go to freshly planted flowers? It's the smell of the soil & ease of digging in the dirt. Try feeding them near the new cat potty station as well. Then, put the grated Irish spring soap or whichever scented soap you choose, on top of & in the soil with your flowers. With their new attractive potty station, they should go to it instead of your f lowers.
