Benjamin Moore has a rust converter product. It's used by the National Park Service to preserve rough iron, it's currently being used on the B&M railroad locomotive in Lowell ma.
Remove the paint, lightly sand the rust, use a exterior primer for metal, allow to dry and repaint with a exterior paint for metal, seal with a UV spray
