What is the best way to strip paint off of metal cabinets?
My kitchen cabinets are metal and have been painted 2X but I think they're ready to be stripped before being painted again.
Remove them, take them outside and spray with spray paint for metal. Rustoleum makes a good one.

I would use a spray paint meant for metal like Rustoleum.
I would prime them with Kiln or Zinser and then paint. They all come in spray versions.
Yes you cannot go wrong with any Rustoleum product...must spray outside though....
Spray paint will stick best. Don't be tempted to buy the cheap stuff. Get rustoleum. Spray paint feels dry after a few hours, but it takes at least a week to cure fully. The longer it dries, the better chance of it not scratching off.
