You can, but it depends where you live. What Zone are you in?
I'm sure you could do most anything with them and they will survive. I would like to dig mine up and burn them. Myself and several neighbors have them and they aren't pretty like they were the first few years. They now have very few blooms and have huge tree-like stems on them. Yours will do fine if they are moved.
If itis the dormant time for the rose then yes...........
no.....You will send them right into shock....one or the other...transplant them or prune them
