You will have to remove the sheet rock in garage ceiling and put in the insulation, then re-sheet rock. OR tear out the bathroom floor and have heating installed in the floor.
It can be blown it, but should be left to the professionals.
Sorry but the person you hired was not every good. Even a licensed handyman ought to know basic building code. Barbara is correct, you need to remove the sheetrock, install the correct insulation (to code), then re sheetrock. That is easier than ripping up your bathroom floor, unless you were intending to do so anyway. For future reference, see if these help.

AND because the bedroom is above the garage... there is a special process to "seal" the garage to keep fumes from entering the house.
