We have an old wooden pick nick table to restore.

How might we do so, as I have tried to sand, it chips away, should I place a piece of wood over it?

Is the top a solid piece of wood or wood planks. Either way, I would think about removing the old top. You could put wood over it, but it would continue to deteriorate and eventually have to be taken off anyway. Replace it with treated wood, but make sure it is the wood not treated with arsenic. Then you can sand it, paint or stain it and put on a marine polyurethane type top coat to help the weather not be hard on it.

    The wood is chipping away?

We have had to replace picnic table “parts“ with pressure treated wood transplants. Applying the vinegar steel wool solution helps to age the new wood to match the old wood.
