An you tlace the planks?
Is the top a solid piece of wood or wood planks. Either way, I would think about removing the old top. You could put wood over it, but it would continue to deteriorate and eventually have to be taken off anyway. Replace it with treated wood, but make sure it is the wood not treated with arsenic. Then you can sand it, paint or stain it and put on a marine polyurethane type top coat to help the weather not be hard on it.
