im doing a living room with old oil based paint and its stuck in pleases but when i paint over it it peals away with the new paint eave thou  i have primer and paint mix

Primer and paint mix is for ideal conditions only and you have an existing issue If the paint is pealing in places you have to remove the area that is peeling and patch the area with joint compound Let it dry sand smooth prime all the walls with a good primer (untinted) then paint 2 coats of paint preferably latex Go to a good paint store and not Home Depot or Lowes Ask to speak to someone knowledgable and take his suggestions Best wishes and the right way is never the short cuts
