Cats are digging up my freshly planted flowers, how to stop them?

Moth balls. all animals hate the smell

Put moth balls in the garden, pretty heavily. They will stop coming there after a while, you might want to keep them all summer in the garden to discourage them from checking back on occasion.

Mothballs eventually dissolve and evaporate, but the smell lingers. But they are cheap enough that you can replace them all through the year. But around trash cans, I prefer to spray vinegar on the can, trash bags, and the ground. But that has to be repeated every week or two, and after a rain. ☺️
