Please don't. When the wallpaper glue loosens you will have to remove the wallpaper anyway, then repaint. Why do double work? You can always tell when wallpaper has been painted over by the seams or texture.
Yes as long as it isn't Vinyl...........
If you do, sand it down first and apply a good primer so that you don't run into moisture problems in the future
