Hi Jerry. The best time is after all signs of frost are done, and the temperature stays over 60. The soil needs to be warm to help the seeds germinate. I usually plant my herb seeds the end of May. Good Luck!

If your window sill gets hours of sun every day, start your seeds mid-May and check for watering daily because the pots will dry out quickly. If you want to wait to plant outside, Amanda is right, wait until at least the end of May.

If you have any space that is room temp or above, you could get them started in March, then move them to the window sill once it warms up. A little research with a thermometer would let you know how the temps run on that windowsill to give you some guidance.
