Are you supposed to use tile grout when sealing a toilet to the floor?

We bought a house where both bathrooms were updated with new tile (floor and walls), vanities, and fixtures. They used tile grout to seal both toilets and it is completely crumbled and breaking... not only under the toilet, but also in the shower. Was this the correct media to use? If so, was it just done poorly and how do I fix it and not make the same mistake as the previous owners?

Thank you!

Scrape all of the old stuff out and replace with silicone bath caulk. No more crumbling.

Toilets are taken off, tiled around the wax seal then reinstalled. If it was not done this way, it is incorrect. No grout is used around the toilet base as if you have to remove the base, you won't have to regrout. If it leaks at any time in the future, it will hopefully leak on the tile where you can see it rather than on the subfloor (because it has been grouted) where it will eventually rot.

Yes, grouting around the shower drain is the way to go. The grout may be crumbling because the grout was mixed too thin.

Use caulk. Leave a space open in the bak so if a wax seal leak develops you see it before the floor gets damaged.
