That can be a real problem but when neighbors don't take care of their leaves they will blow in other neighbors yards. We just mulch with our mower when needed and let it go! Hope you get another answer or two that might make you happier! Good luck!
There is no way to keep them out unless the neighbor takes care of their leaves as they fall. The wind or even a breeze will blow them into your yard.
