yes, as long as it is even,Laminate or vinyl planking can go right over the floor
Yes you can. I've done that in 2 of my previous homes.
You can usually lay up to three layers of linoleum. Any weak spots or unlevel floors need to be repaired first. You could also paint the floor with a long-handled foam roller if you can’t do laminate or a more permanent flooring. Take pictures and post your floor project on Hometalk! ☺️
Yes! You can put a floating floor (laminate and real) right on top. It makes a great vapor barrier and insulation from the cold.
If you want to put another vinyl down, you may need to put a thin coat of self leveler over to fill in the pattern indents so they don't show through onto the new flooring. Good luck show us what you do.

You could lay luxury vinyl plank floor over it (floating floor).
I painted the linoleum or linoleum tiles floor in my back hall. Did it many years ago with oil paint and just recently repainted with latex. Both floor paints. It has worn well, the latex though not as well as the oil.
We had hideous glued-down flooring in our laundry room & just added faux marble tiles right on top of the existing flooring without removing the old flooring. Here's a before & after picture. Yes you could paint it, lay linoleum, even peel and stick tile
Peel and stick is a good option, a floating floor is another way for you to cover the linoleum without making it a major tearing it out project.
