Spring bulbs question

last spring i bought tulips and Easter Lilly, never planted them outside want to keep inside there still in same dirt in there pots from the store i have them in the basement i watered them last week the Lilly hasn't come up, the tulips are just starting up what is the next step for keeping up stairs?

I would re-pot them in fresh soil or force them in water
You can still plant them outside. The lily although sold as Easter Flowers do not typically come up until later spring .
Or just bring them up stairs. Put near a window. Water with Miracle Grow. Put some fresh soil on the top.
