Best time to apply lawn fertilizer?

Need to green up the lawn. California temps running from the 30's to 60's, is it too early to apply fertilizer. Should I put on regular fertilizer or weed and feed?

I know someone that uses weed and feed (sparingly) twice a month and has a really healthy low water lawn. They do aerate and sow winter seed too.
