This may be a bit problematic. If the finish is that soft placing a harder finish on top will lead to the harder finish flaking off if it gets bumped.
"Not wood" I assume is particle board or MDF. I would recommend sanding until the soft finish has been removed then painting with an enamel-like paint such as Rust-Oleum's Painter's Touch.
