go to the TOWN and see what the building code is and restrictions first. Then go from there. Don't do this without a CO or you will be sorry and have to take down the entire thing. Trust me..I KNOW :)
Once you know its Ok to proceed according to local building codes its as simple as just putting up 2x4 stud walls around your carport right under the roof line. Attach them to the roof above and I would also bolt them down into the concrete under them. You can then cover them with plywood on the outside and then whatever you like for siding. On the inside you can insulate and cover with sheet rock if you prefer.

Block in Rear and side/sides and fix a door or doors. Depends on what the Carport is made off..............

Definitely work with the city, you may need a permit and inspections, follow the code for your area so that you don't run into problems later.
