You want to make sure the ground is warm enough for the ground cover to develop a good root system. Make sure you are not going to have anymore frost or freezes.

Early fall is the best time for planting (at least here in New England). It gives the plants a little growing time to stretch out their roots and all winter to really take hold while the plants are dormant. The second best time is early spring once all chances of frost have past and the ground is once again warm. Good luck!
