If it's in good shape, or slightly coming apart, you can paint it, even if it's the same color, to 'glue' it together. Otherwise could put batting on it and cover in fabric.
You could remove it, maybe with a hacksaw, if it doesn't have screws or if it doesn't pop out, lay it out on a piece of foam to cut out the shape just for the front side, then use fabric to cover the foam/wicker and insert it back into the headboard. Just keep in mind that your fabric cannot be a thick fabric. That should give you a nice padded new headboard.
