Strict budget !
Can't afford typical... over toilet 2shelves and sliding concealed closing shelf for items. Please help if possible

You could put shelves up and use baskets for storage. Take a walk thru your local thrift stores for inspiration. And keep in mind that baskets, boxes, etc. can be transformed with paint. Best of luck to you.
Look these over. There are some simple ones that would be inexpensive, plus I see some that are very attractive that you could make with some lumber you may have laying around, Just attach the shelves together with rope or old leather belts. Have fun with it!
2 shelves, baskets to store items in. You can staple fabric to the top shelf to conceal what’s on the lower shelf.
