Buy or fabricate a metal bladed windmill. Ornamental cheap ones work fine. Mount the head to a metal tube driven 2 feet into the ground. Face it towards the prevalent wind. Some models you buy or make will spin freely on the pole, sort of following the wind direction.
Anyway, the spinning of the blades causes a vibration in the pole which runs down into the ground. Moles and Voles and Mice and Rats HATE that.
Also if you aren't squeamish about such things, find an entrance hole, spend some time and find the exit hole.
When you do. Pack shut one end of the hole firmly with paper, dirt , sand, what have you.Just seal it good and tight.
Go to the other end with a peice of fireworks, or explosive, or even just gasoline. (if it won't kill surrounding plants.) pour some in, trailing some gas out of the hole for distance lighting. A few feet is fine. (Or for explosives a long wick.) Cover the hole with a large cinder block or a rock or anything heavy. Light the wick or the gasoline trail, and step several feet back. There will be an explosion. Usually the paper or sand , or dirt packed at the far end will blow out, maybe even the odd mole body with it. the tunnel will have collapsed, but the air waves caused by the mini blast will have gone down the adjoining connecting tunnels and killed all the little bastards.
